Leased Housing currently administers 611 Housing Choice Vouchers and is designed to administer Housing Assistance Payments to landlords on behalf of eligible participants in the private sector who are currently voucher holders. The program is funded by the U.S. Department of Housing and Urban Development (HUD) and the Housing Authority adheres to rules and regulations mandated by HUD to run this program successfully.

The Leased Housing Department also administers the Family Self-Sufficiency Program (FSS) and Homeownership Program eligible to Housing Choice Voucher participants.

FSS Program – The Family Self-Sufficiency Program is a voluntary program for families who are part of the Housing Choice Voucher Program. The objective of this program is to assist families in obtaining employment that will allow them to become self-sufficient, that is, not dependent on welfare assistance. Families that decide to become involved with the FSS program, work with the FSS Coordinator and others to develop goals, that will over a 5 year period, lead to self-sufficiency. These goals sometimes include education, specialized training, job readiness and job placement activities, and career advancement objectives.

When the family meets its goals and completes its FSS contract, the family becomes eligible to receive funds that have been deposited into an escrow account on its behalf throughout the family’s participation in the FSS program. The amount credited to the family’s account is based on increases in the family’s earned income during the term of the FSS contract.

Since the FSS program began back in 1991, we have had many families successfully complete the FSS program. Some of these families have bought houses, cars, furthered their education, started their own business, but most importantly they have accomplished their ultimate goal, SELF-SUFFICIENCY.

Homeownership Program The Section 8 Homeownership Program (SEHOP) is available for participants who are a part of the FSS program. Homeownership allows first-time homeowners to use voucher subsidy to meet monthly homeownership expenses. To participate in homeownership families must be eligible under HUD’s Section 8 regulations, they must meet any discretionary requirements and the Meriden Housing Authority elects, and they must be first-time homebuyers. Additionally, participants must not have received homeownership assistance in the past or defaulted on the mortgage. The families are also required to engage in homeownership counseling. Lastly, the participant must satisfy both the minimum income requirement and the employment requirement.
