Community Home Investment Program (CHIP)

The Community HOME Investment Program (CHIP) uses a portion of DCA’s HOME funds to assist local governments, nonprofit organizations and public housing authorities to address the needs of affordable housing development in their communities. CHIP funds may be used to provide down payment assistance or homeowner rehabilitation funding to eligible low- and low-moderate income households. Eligible communities are those outside of a HUD-designated Participating Jurisdiction as defined by the HOME Program.

Annually, DCA releases a Notice of Funding Availability and Program Description for the Applicants’ Workshop to ensure the criteria are communicated on how funding is scored and ranked before funds are awarded to projects.


For the 2013 Community HOME Investment Program (CHIP) Annual Competition, DCA received thirty-one (31) applications requesting $9,032,094. The Housing Finance Division (HFD) will review the applications based on DCA’s HUD-approved Method of Distribution as the standard for evaluation and scoring. Funding announcements are anticipated in April 2013.
