Transforming Foreclosed Properties into Community Assets!

The North Idaho Housing Coalition buys foreclosed properties, renovates them as needed and then sells them to qualified low to moderate-income buyers (no investors). NIHC helped over 50 families/individuals purchase a home since 2009.

Two similar programs – NSP (Neighborhood Stabilization Program) and HOME – funded through Idaho Housing and Finance Association (IHFA) are available for qualified homebuyers; based on income. If you have sufficient income and credit to qualify for a loan, but you need assistance with closing costs or mortgage reduction, we may be able to help you.

Program Requirements
• Gross annual household income cannot exceed the area median income as established by HUD and shown in this chart. NSP program for those whose income is at or below 120%; HOME program for at or below 80%.
• Buyers must have a letter from their lender stating they meet the income restrictions and the maximum amount of loan they are qualified for. Buyer must qualify for the maximum first lien possible through an IHFA approved lender (including USDA) prior to calculating the amount of subsidy lien to be requested.
•Home must be the primary residence of buyer.
•Homeownership Assistance is based on need as determined by IHFA at time of underwriting. Assistance is no less than $1,000 and up to 10% of the purchase price for HOME program and 7% for the NSP program. The assistance is provided in the form of a no-interest, no payment second lien, to be repaid at the time of sale or refinance of the home.
•Buyer must contribute $500 for down payment or closing costs.
•Non-retirement, liquid assets in excess of $5,000 must be used to pay down debt or for down payment.
•Buyer must complete 8 hours of classroom instruction of the IHFA FinallyHome education course prior to closing on the house provided by the Coeur d’Alene Association of Realtors; online is not accepted.
•Buyer must participate in NIHC Deeds of Distinction community service program (8 hours for the non-profit of buyer’s choice).
•Only homes purchased and renovated by NIHC are available for sale through these programs; all homes must pass the IHFA Housing Quality Standards inspection. The sales price can be no less than the value established by the lender’s appraisal; we cannot make any below appraisal deals with grant funds.
