Housing Assistance

CAASTLC has comprehensive housing assistance programs which includes Home Ownership, Housing Counseling, and Rent/Mortgage Assistance.

Home Ownership is possible through two separate programs. CAASTLC coordinates a Home Buyers Club. In the Home Buyers Club, participants work to improve their credit history, complete “financial fitness” curriculum and homebuyer education classes, and meet one-on-one with a HUD certified housing counselor. In addition, CAASTLC has a Missourians Building Assets (MBA) program where all participating families have the opportunity to receive down payment assistance towards the purchase of a home.

Housing Counseling is designed for:

Helping families stabilize their housing situation;
Helping homeless families gain access to decent, safe, and affordable housing;
Helping families move from rental housing to home ownership;
Making the home buying process less complex for first-time home buyers;
Making the mortgage process less expensive and less complex; and
Educating homebuyers and homeowners about predatory lending practices.
A housing counselor conducts an interview and an assessment to determine the housing needs of the household. Based on the assessment, the household receives one or more of the following services: 1) Homeless Intervention & Stabilization Services; 2) Rental Housing Services; 3) First-time Homebuyers & Homebuyers Club Services; and 4) Home Ownership Program Services.

In addition to participants of our Home Ownership and Housing Counseling programs being required to attend these classes, all members of the general public are welcome to attend as well.

Rent/Mortgage Assistance is available from a variety of sources coordinated by CAASTLC. These sources include the Missouri Housing Trust Fund (MHTF) and the Emergency Food & Shelter Program (EFSG). Assistance is available for rent or mortgage payments, rent or utility deposits, and emergency minor home repair to prevent code violation or property condemnation. Required documentation:

Proof of household income.
Social security documentation for all household members.
Photo identification for the head of the household.
Proof of residency (must be living in St. Louis County).
Eviction notice or delinquency notice from landlord or Mortgage Company or a signed lease for deposit assistance.
Eligibility Requirements:

1) For the MBA program, household income may not exceed 200% of the federal poverty guidelines. Please go to our “Income Guidelines” page for a complete listing of income guidelines.

2) For MHTF assistance, household income may not exceed 50% of the median income for St. Louis County, with preference being given to those households at or below 25%. Please go to our “Income Guidelines” page for a complete listing of income guidelines.

Individual Development Accounts

An Individual Development Account (“IDA”) is a matched savings account designed to help participants achieve their long-term financial goals – specifically buying a home.

Under the IDA program, the participant opens a savings account called an IDA. The participant must then deposit at least $10.00 per month into the IDA account. For every $1.00 deposited by the participant up to $1,000 per year, CAASTLC will match it with $2.00, for the next two (2) years.
